National Environment Agency
I am writing this in response to a ‘deadly sight’ that I had seen near my house. It was a puddle or a pool of stagnant water at the ‘roof’ of the car park as shown in the photos below. On 21 March 2010, I first noticed it. I enjoyed watching the birds bathing and drinking water there. It happened for a few days. I was wondering if the water is going to stay there for long as it may be a breeding ground for mosquitoes later.
This is the same rooftop that I had taken a photograph of the pigeon in the year 2008. Everyday I stood at the window and can see the pool of water always there. Today, there are no bird coming to the ‘pool’ already. I can see algae growing at the bottom of the pool and ‘ripples’ forming in the pool…
On Saturday, 3 April 2010, I told Richard to call Sembawang Town Council. He called. But until now, I had not seen anyone tending this matter nor anyone called us to give us a feedback on the progress of this matter. Is this matter going to be handled by Sembawang Town Council or are they going to say “we are not in charge of this matter”?

So many times, we have problems and wanted to make calls. But in Singapore, most calls are automated. It is so hard to talk to anybody. You got to leave message here and there (and people might not even return call). When your call is answered, you may in turn treated like a ‘ping pong’ ball. You will be asked to call this number, that number, as they tell you that they are not in charge of ‘this’. I got very fed up by all this.
Who to call? Who is answerable? We shall see what happens next, and how efficient these people are. I am very busy and I do not want my children’s health or anybody’s health to be in danger.
